high idle?

i got a 91 talon es, 2.0 dohc, non-turbo. My idle is getting kind of high, it's not that quiet lower rpm noise, but more get a little higher rpm. I was wondering if the ecu just needs to be adjusted, or is it possible the idle speed sensor? Also, my right side flip up highbeam light won't go up, any ideas on why(i know theres a little mechanical way to get it up, but when i put the highbeams on now, only the drivers side goes up.

i really don't now a rpm number. When the motor is somewhat cold, the idle varies(high, low, but at a slow rate of change), then it evens out when it's warm, at a good idle. I'll have to check on the lights if there elctrical or vacuum. One more thing, i know it's common for the flex tube on the exhaust to leak, would a new downpipe help, or is the tube somewhere else?
