91 SR5 Xtra 4x4 starter clicking and not starting

I have a 91 4x4 SR5 with the xtra cab, and lately the starter has been clicking rather loudly instead of tunring the engine. The battery is good, but the starter only does this everyonce in a while, it seems to go in cycles of doing it, then working perfectly. I've found that when trying to turn the engine and slowly turning the steering wheel, I've found spots while turning the wheel that it will crank just like normal, but if I go past the spot it doesn't work, but when I bring the wheel back to it, it still cranks like normal. It's very strange and I'm wondering if anyone here has any ideas, I'm thinking its a short in the steering column, but I'd like to be sure before I rip that apart or replace the starter. Thanks for the help.

My 95 22re did that. I just replaced the starter even though I
may have just needed to replace the contacts.
Take my advice and change your fuel filter while your down there.
