VTEC Issues

I need some help. Im having some trouble with my VTEC, ITS NOT WORKING. I did the LSVTEC swap on my 90 Integra and we thought it was the wiring in the ECU but the pins are in and wired up. Im not sure what it is. Please HELP ME.

are you useing pr3 vtec ecu? you can get the ecu pinnouts form hybrid honda
