strange noise from the belt (engine?) area

The noise started 2 days ago for my 2000 cavalier (25000 miles), it is not very lound and seemes to me like someone using a drill far away (more like "sisisisisi"). And the noise goes off sometimes, but it becomes more often. Anyone has any idea about this problem, I am planning to take in to a dealership, but need some advices from you. Thank you.

Heard similar noise on my '99. Belt Tensioner and then there was another one that is mounted to the engine block that was the culprit. Bearings siezed up on it and had to be replaced. It doesn't move, just helps guide the belt.
