Question seat belts ?

hi, i am new to this forum. i recently purchased a 94 civic lx sedan. the seat belt in the front seem to have erectile disfunction, they just sit there. is there a way that i can make they spring back like that did back in there prime. the back ones might have the same problem also but i am not sure, i have never sat back there. oh yeah i have a question about the power windows in the car. is there a way to increase the rate in which they go up and down, my seem to lag. any help would be appreciated.

1st, make sure the loops that they go thru are clean.

For the seat belts, if it is a mechanical error, I'm sure you could buy a new spring from Honda, but installing it yourself might be a pain in the ass, and paying them to do it may cost you an arm and a leg, but I guess you have to since its not safe right? As for the windows, you would probably have to buy a new motor for it. I don't know any other solution. You'd probably have to go through Honda to do that too.
