Unhappy 1993 Dodge Caravan 2.5L FLOODING

We have a 93 Dodge caravan with a 2.5L SOHC. Will not start and continually floods the throttle body with excess fuel. (will wash out new plugs in an instant)

OTC monitor shows no set codes. All sensors show within parameters, however the fuel adjustment shows a solid -512 indicating a computer trying to adjust for a lean condition. There appears to be no reason for this radical fuel adjustment. The O2 Sensor shows a .51 volts. Any help on where to go next?
