Unhappy '90 Skylark

I have a '90 Skylark Cutom. I love driving this car. But the backseat seems to have some mold/mildew growing on it. It has had pervious owners, And i think It might have gotten wet, and then just sat there. But it is like a weird white crystaline substance. How can I get rid of this so that I can actually have people ride in the backseat of the car? Also the seat belts are rusted out really bad... anyone have a solution to that?? PPLEASE HELP ME!!!
