Help!!Electrical/Ground Problems?

I have a 93 VW Golf. The Drivers side headlight will do EVERYTHING but go into a Highbeam. It has daytime running and lowbeam that work fine. It's not the bulb either, I tested my passenger bulb in there that goes into highbeam just fine and nothing happened. I also replaced the pigtail connector and that wasn't it either. The only way I can get the highbeam to come on is if I place the highbeam wire onto the battery directly on the positive side. Then I am able to select the highbeam and both lights come on and the highbeam indicator in my cluster lights up as well. Is it a ground? If so where is the thing wired to the chassis? I followed the wire as far as I could and found nothing out of the ordinary. Other lights work off of the same ground and are fine. Why is this happening to just this one light, and in this particular mode?

have you checked/double checked the fuse?

Thanks...I was confused as to which fuse was "main" and which was "dipped" That's why I couldn't find the proper fuse. It's all fixed up now. Thanks for your reply!
