best amp i can get
is the NINe.2 a good amp for a 15" comp-vr, or is there a better one i should get? i don't want to spend more than $150.

There isn't really a "powerful enough". It needs to be set properly with the gains like every other amp. you wont have any headroom. It should be plenty of power though IMO.
