Need help wiring neons

I need some help wiring interior neons to my friend's '92 Accord. (Not my descision to install them,(I would have [preferred a performence mod) I'm just being a friend and helping him out) I'm pretty new to doing any wiring work on cars so here's my question: he bought a kit that is supposed to allow you to run the wires through the interior fuse box instead of to the cigarette lighter like we originally planned. If we wire this to the interior fuse box, do we have to run power seperatly, or is there power allready supplied to the fuse box? Thank you!

the power comes from the fuse box, but then you still have to ground the other wire to a bare metal place.

which is kinda a pain to find a good spot under there, ive done this twice before for friends and its hard to find a easily acessable bolt on a not painted surface, if its painted just sand off the paint of ra good connection
