Question Fuel Power Problem

I'm trying to work on my toyota 4runner 1995. I blew a head agasget and took off my heads and took them to a machine shop and had them rebuilt. Once I got them back I installed them on the car and the car will not start. It will turn over but to no avail, it will not start, then I check and the fuel pump was not getting any juice but in the start mode and not the run mode. but I can't figure out why this is, I check everything I think and can't figure out why the fuel pump isn't getting power in the run mode, but in the start mode? Do you have any sugestions on why this is happening or what I can do to fix this or is it not suppose to get power until it is actually started or should there be power in the run mode with engine off? I've check and getting fire to spark plugs and power to injectors and timing seems to be perfect. I hotwired the fuel pump and it started but not under normal wiring conditions. HELP!

Check the wiring and function for the crankshaft position sensor. The ECM will stop the fuel pump when the ignition is in the on position if it doesn't receive signals from this sensor. The point of control is the fuel pump relay. Fuel pump current bypasses ECM in start mode.

FYI, resistance between + and - terminals of the crankshaft position sensor should be (for V6)
1630-2740 ohms cold
2065-3225 ohms hot
