Mk3 Headlights

I am in the final stages of registering my Mk3, and have a query on the headlights. with the pop up headlights there is 3 clicks on the headlight switch arm. when i turn it all the way on and the lights pop up they are bright for about 5 seconds before becoming more of a glow and hardly light up the road.

I figure this is what is supposed to happen if you turn it back one click. Any ideas on how to fix it, or is this just normal?
