86 325 sudden loss of wipers and horn!

I have searched this forum trying to discover why suddenly my horn and wipers don't work. The lever for the wipers feels very loose but only a bit more than when it worked. I can move it up and down but to no avail. My horn has died also and in order to use my turning signals I have to jam a piece of paper into the caution light button to hold it just right. I haven't had this car very long but used to have an 81 3 series so I know a little bit but this malfunction just boggles my mind and my mechanic wants to take my dash apart to diagnose it(very costly). I am hoping someone else has experienced this and has an easier suggestion.
