Rad Fan Problem?

If I have my a/c on the rad fan works fine. But if I don't have the a/c on the fan will not turn on. What could it be?

Thanks, I just found out the fan does come on but at a high temp and for a short time. I will try the temperature sensor, to see if it comes on earlier and to stay on longer.
