97Golf No Spark!

The car has a new coil, new set of wires, new massairflow sensor, new plugs, new complete distributor. The car stopped running so I went thru it and replaced the parts that were bad and it still does not run.
The fuel is fine the pump and injectors are working but I can't seem to get the ignition to spark.
Ialso checked the fuses and iheard about the ECM relay, went out and bought one only to find out that the slot #3 in the fuse box was always empty, even when the car ran well.According to the manual slot#3 is for this relay. I tried to find out if I have 12v at the plug that goes to the ECM when the ignition key is on but I'm not sure wich connectors to test. The connector in the manual is not similar to the one in the car.
I'm getting 12v at the hall sensor.
Please somebody help!

Position #3 is where the ECM power supply relay is supposed to be, it is the top row third from left on the main relay panel, not the add-on panel above.

i experienced the same problem

for me it was the distributor but i cannot see why it should still not start
