Does Obd2 engine in Obd1 (car/ecu) = Smog Problems??

Hi all,
I am going back and forth over putting a B18c5 or B16b into my 94 civic hatch. I live in California, and will be driving this car daily so passing smog checks should not be an issues. I have 3 questions that I hope someone can help me out with.

1. I was wondering if using a OBD2 engine in an OBD1 car/ecu, would cause the OBD2 engine to have problems passing smog checks? I currently have a B18c1 that is blown, and need a replacement engine for it. The b18c1 is from a 95, so its obd1.

2. Does anyone know of a place that will custom make a jumper/converter cable to plug an obd2 ecu into existing obd1 wiring so that the correct obd2 ecu will be able to run the obd2 engine, without converting all the obd1 wiring under the dash? I have looked around and most cases they make the reverse jumper.

3. Does the jdm b18c5 and b16b engines produce low enough emissions to pass US smog checks?

Sorry about all the questions, but I dont want to throw down $4000+, and run into smog problems.

ob2 is cleaner than obd1 IF the cars are tuned with an air fuel computer they will probably put out the same amount of exhaust OB2 has more sensors than an obd1 thus the computer can correct the air fuel ratio better to suit clean burning of the fuel, if you are lookiing for a wiring harness go to http://www.pyrracing.com/ they have several wiring harnesses available

Yes, you can put an OBD-II motor in your car, and it is legal. The motor year has to be NEWER than the chassis year, so anything 94 or above is good for you.

Also, you can convert the OBD-II motor to OBD-I. I have a 96 B18B1 (OBD-II) converted to OBD-I...It's run off a OBD-I ecu.

As long as it's and Installed and converted correctly, all the needed emissions equipment should function. That being the case, you should pass.

Notice though, even AFTER you convert it to OBD-I, you still need ALL the OBD-II sensors and emissions equipment the motor came with stock on the car, even if they arn't hook-up up and in use. You need this to pass the CARB visual inspection. This won't effect the emissions test, this has to do with the visual part.
