its not surprising since most of them can go dig a hole in their back yard and get some oil

Although Iraq is a major petroleum producer, the country has little capacity to refine its own gasoline.

Their prices will start to rise as the subsidies begin to roll back. 2 billion a year is a lot of money, but, as a portion of outlays, it a very small amount.

Yeah, now take into account what that is actually in their currency and what the average income is in Iraq.
To us that may be cheap, to them that may still be an exhorbatant amount.

The U.S. government paid even more last year for Iraqis' gasoline — between $1.59 and $1.70 per gallon — when the imports were contracted to Halliburton, the Texas oil services giant formerly headed by Vice President Dick Cheney (news - web sites).
