Engine Surges at Neutral

My son's 97 Civic revs up and down while at neutral. It does not happen all time. I have asked around and some suggest it could be due to a bad sensor. More specifically the TPS, throttle position sensor. Some suggest cleaning the fuel intake valve. So I bought a fuel additive for cleaning the intake valve and poured it into the gas tank. My son says the engine surges has stopped. Why will a dirty fuel intake valve cause engine surges?

it wasnt get a consistent flow of gas at lower psi i guess.

mine did that when my o2 sensor shorted out.

ive got the same problem.. ive replaced the map sensor and the problem continues... i was burning oil for a while, and im not sure if my o2 sensor is toast or not, would that cause it to surge? or do i need to replace a fuel filter or something like that?

I dont understand how all of you always blame the O2 sensor... How come when I unplug the damn thing nothing but a check engine light comes on? Ive even driven without one for about 10 min! Of course it sounded like SHIT because theres nothing but a hole in the header but still, everyone blames the 02 sensor. Not having one just causes the engine to run really rich. But a surging idle? rough idle? bogging? hesitation?

Ive also noticed that once my engine is hot and ive been driving around for a while it doesnt surge anymore but for the 1st 10 minutes of driving it will surge and try to die at stoplights or when i press the clutch in
