High RPM at start/ surges

My 2000 dodge durango recently started reving up to a little over 2000 rpm when first started or on cold starts. Occasionally it will surge up and down a bit. After it starts it idles back down to 600. Engine is 4.7 magnum 43,000 miles. Any suggestions.

Might be the throttle position sensor.

wouldn't the TPS cause problems all the time? Is there a cold start valve or switch on the 4.7? Perhaps it is causing the engine to run up so high on a cold start. No check engine light is set no driveability problems.

mine also just started doing the same and it satrted just after my emissions test did you find what causes it
