Unhappy 1995 Mercury Tracer hazzard Lights

I need some help. I have a 1995 Mercury Tracer Trio. The Hazzard lights have started to come on all by themselves for no reason and when the car is turned off. The first couple of times I couldn't get them to turn off so I disconnected the battery for a few hours then when I reconnected it to have the problem checked they went off and worked fine, but the third time they haven't stayed off. I tried replacing the fuses but it hasn't worked the switch will stay down or stay up when I test it but the lights still flash. They will sometimes go of for a few seconds but always come back on. Does anyone know what is wrong, do I need to replace the switch, or is it a wireing problem?

I wouldn't think it could be anything but the switch.
