Alarm remote control problems

I have a jetta 98 vr6
When you press the open button in the remote control the door get unlock, but when you press to lock the doors, just the security system get activated and after one minute the door get locked and the car beeps ones.
Why it don’t lock the doors and activate the security systems at ones.

Does any one have some idea how can I troubleshoot this problem
