Crummy headlights

As per the Tech section, I started cleaning the headlights on my 87. Actually Mother's metal polish seems to work best so far.

Anyways - the headlights on my 99 are a freakin' disaster. All hazy and cloudy, tried all the stuff in the tech section, sanding, acetone, etc. but the problem seems to be on the INSIDE of the lens. Anyone else having this prob? They were kinda crappy when I bought the car in Dec 01, but have gotten a lot worse. I'm just gonna put covers on 'em for now or change 'em out if I can find replacements at the right price.
