Angry paint question......

.
fist of all im not a pro with this paint stuff so be patiant with my questions.

ok the front of my car is pretty rough and it doesnt shine no more, it looks like it's always dirty no matter how much i wash it.

Do i have to paint it again,or what??because i heard paint jobs are expensive and at the body shops their paint doesnt match exactly.

any wayz what should i do?.
