Windshield Wiper Question

Ok I have a 95 Blazer how to I fill the fluid so when I'm driving I can wash the back window with the windshield washer fluid. Also does anyone know where I can buy the plastic cover thing that goes over you jack one of the clasps are broken and it rattles really bad.
