I'm a recent new owner of said vehicle. I have read several posts regarding the 'clock spring' problem. I know what it is and does (I'm a diesel mechanic). Is this a factory recall (as in free) to get it done?

Will a local dealer be able to check vin data and tell me what recall has or hasn't been done?

My local dealer checked all recalls on my 93 voyager. He brought it up to date on any that had not been performed on mine. (used VIN) Only thing they ever did free for me
