Turn Signals / Dash Lights

I've had the turn signal problem, where they would make noise but not work. Replaced turn signal/windshield wiper unit and it works better, but sometimes they still won't work. In addition, now foglights and dashlights will not work. Checked fuses on either end of dashboard, but didn't find any blown. Checked with Pontiac and my car is not included in the hazard light recall. Confused???
