many people run more than that on stock internals 9 is about as high as i would go i would probly run it at like 5 generally

You can probably run 9 psi on stock internals if you are running an intercooler and have a good fuel setup. I don't know if the boost dependent fuel regulator will cut it at 9 psi. At this much boost on stock internals tuning is critical. As a matter of fact tuning is critical at any boost level if you want the motor to last and be reliable. I have heard that d series rods tend to go out when the hp approaches 215 crank hp.

You could skip the boost dependent regulator if you went with a programable ECU such as the Zdyne unit and bigger injectors. The Zdyne would be helpfull getting the ZC to run at it's potential and very helpfull with the ZC+turbo although the unit is not cheap at almost 1,000 bucks.

To dispell the rumors, with your compression lowered to 8.5:1, intercooling, and only 9 pounds of boost, you don't need block work, and minimal safeguarding is a good idea, but I don't think you will need it until you go for 10+ psi of boost. As for horsepower, hard to say.
