What is it?

What is it?????

On my carb is a funny shaped aluminum device with the letters 28DR - 1.5. Inside what looks to be a trademary box are the letters AP G. Also there is a VW logo on it and Made in W Germany. 1200 engine I'm guessing 1964. Carb: Solex 30 PIC 2

Well, let's see....throttle retard positioners didn't come about until 1968. The '64 was a pretty simple engine compartment. Guess you'll just have to remove the cover to determine what that gadget is? It's got a safety wire run through 5 screws?...If I recall correctly. I suspect that it's some type of non-standard choke device, but I do recall only once seen what you describe after 5 years ('70-'75) of working in VW dealership shop. I think that I scratched my head over that one at that time too.
