Timing belt replacement technical problems

I resently replaced the water pump, timing belt, balance shaft belt, and tentioners on my 1992 honda accord. When finished I noticed the car had a high idle, so I checked and dialed in my timing. The High idle continued with a the idle bouncing from 1500 to 2000 rpm(this does not happen any more). I drove the car down the street to see how it reacted. The cars timing is obviouly set correctly because the car has plenty of power on accelleration. When I returned from my test drive the car idled perfectly. The car still idles high until it is driven. I can here a very small winding sound coming from the timing belt area (almost like a supercarger). Is it possible I tentioned the timing and balance shaft belt to tight? My manul said to turn the motor over three teeth and then tighten the tentioner. Doing this tightened the timing belt nicely but left the balance shaft belt loose in my eyes. I put pressure with the end of a rubber mallot on the balance shaft belt tentioner to get the desired the tention. The belts were as tight as a normal alternator belt would be. Any suggestions? I am stumped

yes a too tight timing belt will cause a winding, i would retension the belts
