2.3 CL oscillating RPM - Possible valve problems?

I have a 99 2.3 CL and have had it for about 4 months now, havn't had any problems with it untill now. I turned it on and the RPM oscillated between 1500 and 3000 RPM. It will drive, but the RPM still goes up and down. I don't think a valve is stuck, I drove it for 2 or 3 blocks and it didn't clear. Is it possible valve problems, or maybe a O2 sensor? I'd like to get some ideas before I take it to someone. I don't like getting raped by a mechanic or dealership. Been there, done that and it sucks. Any Ideas/expierience?

check your coolant level have seen a couple hondas that due this when the coolant in the radiator is low

Mine was the eacv or iacv (electronic aiar control valve). Take the plastic intake tube off and there are two holes inside the valve body to the left. Cover with your finger and if the idle clears thats the one. Search the Honda forums for idle problems.
