State emmissions test failure

Hello All,

I have a 91 silverado, performed tune up cap, rotor, plugs, wires pvc, air filter, oil filter & oil.

I fail the Hydro carbon test the limit is 2.00 g.p.m I come in at 2.325 gpm, any ideas what I can do to pass this test?

Any help is appreciated.
