93 Eurovan GL automatic transmission

Hopefully this will be interesting to someone. Being a school district we get drug vehicles donated to us. We just received a '93 GL with 4300 miles on it. Been sitting for the better part of 10 years. All is well except................
No response from the transmission. Put it in any gear, including reverse, and there is no response. No clunk, no pull, no indication anything is trying to happen, nothing.
People believe it is a torque converter or the like but I believe I would get some reaction from the system. It seems to me there is no command to go into gear.

It has transmission fluid, is the torque converter separate and may be empty?
Is there an electronic control that could be bad or disconnected?
Any troubleshooting help, guys?

First make sure the gear selector cable is connected to the transmission properly & is not slipping. Ensure the actual selector arm of the transmission is moving through it's range.
