anti-ignition system pb

hi
i had a problem to start my 1996 chevrolet cavalierr then i went to see the mechanic, he said it's the cables that goes to the pcm so he said he changed two, and that he have to disconnect my anti ignition system or delco loc 11 or whatever.... so he dit it then i notice that the light is still blinking he said it's ok....
two days after my wife put the magnet on the blinking light then the car started but after a while starts horning ....
what can i do to fix this problem? did the guy reallly disconnect the system?

i solve that problem , it was the alarm system that was malfuctioning, so i had it removed.
i don't think that someone will steal a 96 chevy cavalier!!
