I had a similar problem on my 1.8Mk2. When idling the rev counter needle wanders between about 200 and 1500, sometimes stalling. Driving the car feels juddery and hesitant. Speaking to various people they couldn't give me a definite answer but most suspected the carb - the pierburg is notoriously unreliable apparently. They suggested replacing with a weber conversion at £200 + fitting (see webcon or German&Swedish) as it would cost more to replace the various bits on the carb. I couldn't stretch to that so got a carb from a scrappy and fitted it myself - it wasn't too difficult with a haynes manual. Seems to run OK now, but a bit thirsty - mind you I haven't had it tuned since the replacement!
