I believe he races takumi on the down hill, but kies races a DC2(Integra R) on the uphill. It's a racing school.

The car is a yellow EK9 Civic Type R. It is driven by Daiki Ninomiya, a member of the Tudou Juku racing school. He races Takumi.

The 'pro-racer,' is Tomoyuki 'Tomo' Tachi, a former student at Tudou Juku. Daiki calls him to come help them with Project D. He also races Takumi. Tomo uses an EK9 as well, and I'm not sure if it is just Daiki's car or not.

Sakai is the owner of a turbocharged Integra DC2 Type-R. He is also from Tudou Juku. He races Keisuke in an uphill race.

Extra Factoid: Sudo Kyouchi was also a student at Tudou Juku. He knew about Tomo, and told Ryosuke about him.
