most hose that are disconnected are vacum lines to the filter resonator to keep th stock intake quiet.

The Haynes manual that I have says that the #8 vacuum hose connects to the one of three tubes on top of the PGM. This would be the one closest to the firewall. and then it goes forward towards a small relay tube. From there it goes to the Intake Control Solenoid Valve.
I don't see a starter valve listed. sorry. Hope this helps.

It's in the Emission Control section page 4-334 thru 4-336.

The relay as I call it seems to be next to the Fuse box.

And if I am not mistaken the Intake Control Solenoid Valve is under or next to your stock Air Box.

If you have installed an After Market Intake I assumed that this is something that should not have been removed.

If you have a Cold Air Intake it may have been removed but should have been covered in the install.

isn't he talking about a cold idle valve or something like that ?

i remeber on my 92 that i have 4 hoses from the valve cover to the intake, 3 of them to the intake itself and the other one to the plenum (sp ???) if i get one of those hoses out the idle rpms drop to 500

I still don't know about the Starter Valve that was mentioned. It could be what you referred to. Maybe he will expound on it further.

The Intake Control Solenoid Valve was located next to the battery though. It has two horns, one to let air in and the other to for entry into the stock air box.

The relay I mentoined is actually a one way flow connection for to reach and pressurize the throttle body.
