How do you remove the piece of plastic over the steering column? Also the wiper and light switches?

pull off the steering wheel, take the little metal clip that holds the 2 pieces together behind the steering wheel, then remove the screws on the underside of the plastic (like 3 of them) and it pulls apart (top and bottom 2 pieces). then to get the light/wiper switches off take out 2 screws and unplug them
