e-check in Ohio?

I'm thinkin about buying a catless header, but this guy told me that here in Ohio, they actually give a visual inspection, and if you don't have a cat on the header, you don't pass. Is this true? Any pointers with passing e-checks hm hm hm?

that will not give you a big difference anyway. and the cat is after the header/downpipe.
