Question ac and window

I have a 2000 grand prix gt and the air conditioning or heater no matter what is on will not blow out on settings 1 or 2. It will blow out only on 3 or higher. Any Ideas? Also the passenger side windows will work sometime and then stop and then a couple days later it will start working again.

Sorry I don't have any cheap or easy solutions but I share the same exact problems. None of my windows work. Driver side front and back windows have slipped down permanently (I should have bought stock in duct tape). Passenger front and back are in an upright and locked position (never thought windows and airline tray tables had anything in common but they do now). What's amazing is how many people have power window problems with this vehicle. I've seen so many comments on the internet it's not funny. Had the driver side front window fixed under warranty and it worked for approx. 6 months. It started again, then like a virus, attacked my other windows. I refuse to deal with it anymore. The dealerships are useless. They hear warranty and suddenly they can't find any problems or it takes twice as long to do the work. As far as I'm concerned everytime someone asks about my window problems Pontiac is losing a potential customer.
Aaah, the A/C issue. Mine decided that it doesn't like the number 1 setting, all others are acceptable. This happened way after the windows and I have never tried to get it fixed.
I also have the leak in the front driver side problem. It was funny when I took it in for this leak the dealership couldn't locate the origin of the leak. I did some investigating and found that this was caused by an improper seal on the windshield (which was a big problem that many others had complained about already). This leads me to believe that they always know about the problems but they don't want to accept responsibilty for them.
My latest problem are brake lights that won't go on when I press my brake. They work otherwise, my signals work but only the third brake light actually gets brighter when I use my brakes. I can't ignore this problem obviously.
Frankly after 4 years I've given up on this car ever being "right" again. I can't spend my entire waking life in a dealership lounge getting mistreated and bled dry of my hard earned money. No offense to anyone (I did love my Grand Prix) but my next car will be foreign. I had a lot less problems with them for some reason.

I'm not certain with your vehicle but most vehicles employs two relays for the fan.

One for low speed relay and one for high speed relay. Since setting 3 works then I would assume that the high speed relay works and the low speed relay needs replacement.
Try swapping them out and see if the setting 1 & 2 works now and setting 3 does not work if you swap those relays.
