Century Trans Rough

Hello, I have a 2000 buick with ~40,000miles on it.

If I drive it on the highway for about 30 minutes, go off the highway, park to do some shopping for about 10 minutes, come back, use the car within the city for about 5 minutes, then the trans shifts roughly from 2nd to 1st and so on (around 25 to 35mph).

I can hear a "whirling" sound as I try to press on the accelerator and do not get much acceleration. At some point the Century then does a "boom", and comes out of 2nd gear onto 3rd. It is worse on hills.

It only happens after the car has been in use for awhile. Does not happen on cold starts or when going onto the highway.

Could this the famous "PCS" Pressure Control Solenoid Value recall that is mentioned a lot here?
