Not sure how you would eveluate which is "best."
There is only 2 things a FCD can do:
* eliminate fuel cut
or
*raise the fuel cut point

Which do you want to do? You can eliminate fuel cut completely for free in less than 10 seconds.

If you want to keep fuel cut, but raise the level of boost it comes on at, then you need to buy/build a FCD. The most you can raise FC too is 17.25 psi.

There are instructions on the MR2 board for building your own with $10 worth of radio shack parts or yo ucan cough up $100 for the HKS FCD.

Do not waste your $$ on the GReddy piece. That eliminates FC and like I said, you can do that for free yourself.
