78 Bonneville wiper problem

My wipers will not work until they have been switched on for about 5 minutes. Then, they work irregularly, or sometimes they stay on even after I turn the switch off. Since they work, but take a long time to start, I am wondering if there is a timer somewhere that can be replaced. Does anyone know how to fix this problem?

pulse madule and relay mounted on top washer pump
replace all three parts to fix it

Thank you for the reply. Are you saying I should replace the pulse module, relay, AND the washer pump?
