1994 Windstar..............OBDII ??????

I have a 1995 Windstar that was made in Mar of 94 in Canada. I have had the van to two Ford Dealers and they can get the codes to release. However, when I try to get the codes or a independent garage tries to get them we get back the same response "Vehical not responding"

I have heard that some of the early application were part EECIV and part EECV. could that be the problem?
Fords is not about to tell me any more than what they want me to know, even if you offer to pay them for the information.

Where can I get some info that will tell me what this thing is and is not.

Simple, if the diagnostic connector is under the dash, it's OBD-II on a Ford. If under the hood, it's OBD-I, and you can pull them youself easily. Google for "1994 ford engine codes" and you'll get more info than you have time to read.

Mod, read the first three sentences in my post AGAIN. I stated in there clearly enough that "ALL THE USUAL SUSPECTS" had been covered in this investagation. Its not so simple as to just identify a plug in the engine compartment or under the dash. The answer here lays in what Ford knows about this unit and what all others dont.
I am appealing to someone that has had personal experience with just this type of problem.
A broad based simple answer isnt going to get the job done.
I have covered two dealers and independents to the tune of $1600.00 just to try and get the codes.
The key is, WHY CAN THE DEALERS GET THESE CODES AND NO ONE ELSE CAN?

I don't have experience with Ford of 94 but just for comparison, many of the 95 Chevrolet Blazers/GMC Jimmys had OBD1 diagnostics but an OBDII connector under the dash. During the transition (at least in US, OBDII wasn't mandated until MY 96) period, getting the codes was a real pain as most of the generic code readers excluded these models, yet the ole' jumping of pins wouldn't work either nor would an obd II reader. Best of luck.
PS, Does the emissions label under the hood stated OBDI or OBD II in fine print?

Yo skip, what is it exactly you want to know. I can tell you what each pin in 16 pin connector is for. What type of scan tool are you using to get the codes? Ford shops use what is called an NGS-Next Generation Star Tester with a com module that has Ford info and set-up programs saved in it.

Yes, Mike, the emission tag says OBD II, but acording to one person early in this chase, the early 94s to July were different. Being it was built behind the Maple Leaf Curtain, I have no reason to thing that it might not be different. To confirm this I went to the EVTM manuals, of which there were two and found the wiring to be slightly different. The computer has been superseded also. However there was NO direct reference to the MODE of code. Situation normal..............

HEY, Irish....was up guy. What ever the dealers use is the s..t. They can give me back the codes in moments, but IM at their mercy. They only tell me what the immediate code is and no more till that is fixed AND paid for. "LOVE THE BUSINESS TACTICS OF TODAYS GENERATION" Wouldnt trust their mother to get them breakfast.
Been an automotive wholesaler and jobber in this region for 40 years. Retired in 2000, and being around cars you need to keep up to date. To that end I buy, fix and sell a few each year to keep active. This one just happened to be a problem. The independents were ALL customers of mine and they have used every thing they can to get some response out of this thing. OH, the total number of independents is nine. They even all got together on a Sat at one of the shops and tried all their solutions, to see if anything would work. One of the young men had a Thexton break out box and checked all the pins and out put for me and still no codes. Everything is working right, just no codes. Even tried a metric system, no go.

Is there a Ford Tech out there that can tell me truthly if Ford has something special that they use for this car, so I can move on with this thing, secure in the fact that the general public has been had again? Hey, maybe just give me a slight hint as to where I can go to get an answer.
Im getting desperate. About ready to off this thing for a lost cause.
In all the years Ive been in this business, Ive never ran into so many dead ends
