power but wont start

I have a 1992 dodge dakota v6,charged the battery i get power but it doesnt even turn over....I dont know what is wrong ....Is it the starter?

I agree.
Check the starter solenoid and the main battery cables too, though! They might just "look" good!

Get someone to tap the starter with a hammer and a punch or something while you hold the key in the start position. Maybe it will break loose and fire up. We used to start my Turismo this way when the starter went, and you could idle it all night and burn hardly any gas, nobody cared. Finally I caved in and put a new starter in it. Problem solved. When it went, all you could hear when you turned the key was the solenoid plunger click.

Clean the battery posts and cables. Maybe your ground wire isn't actually connected to the block at all. I've seen that before. Dumb things like that can happen, like when my buddy with a 1989 Oldsmobile was like "my car doesn't hold a charge" and I'm like "put an alternator belt on it then!"
