vtec and brake ?

I have a 89 civic sedan with a JDM B16A the vtec kicks in at 4500 is that normal. Everyone else's that i know kicks in at around 5200 have any idea why? The ECU im using came with the motor so have know idea if someone did some thing to it in Japan any ideas halla. The other question is I also have a 89 acura integra sedan with rear disc brakes i want to know how n what i need take off put on whatever to make the swap work properly one the civic no nigga rigging let me know if someone has done it before and how they did it.
