2003 lower front bumper hanging loose

Hung bottom of bumper over deep curb, pulled loose. Know there's a trick to loosening the screws holding black plastic lower piece to chrome, but don't have good way to study the problem. Please advise.

Just push them back in the holes. You have to use a little force, but it goes. Look on the bright side, your truck is stock height. I've gone through three valances. It's pretty difficult putting it on when your head doesn't fit underneath the bumper.
