Question I have some problems, think you can help?

Ok, I'm new to the forums and i have a question if anyone can help me. I'm having an idle problem with my 89' 626. When I bought the car it ran fine, the fan and heater worked. Then an idle problem started and everything went to hell. See, the problem is that my engine's idle, stared and has been for 5 months, bounces between 1200 and 2000 when it gets hot, and stays between 1500 and 1900 when it is cold. The thing that puzzles me is that when the engine hits a certain temp it idles fine. Then when that temp is passed it begins bouncing again. Yes, I have replaced my thermostat, but my fan and heater still do not kick in at all can anyone help me?

p.s. The fan and heater do work when using jumper wire to connect themto a power source.

The scan tool that I can get my hands on does not have the adapter for my car
