are the older ludes better than the newer ludes 93-96 and 97-01

It depends what you mean by "better". Speed? Features? Luxury?
The 93-95 Prelude VTEC's (sadly..not my 96) were the fastest US production ludes, if thats what you're looking for.

Precisely. (Don't take it the wrong way though..OBDII doesn't adversly affect performance stock for stock...just when you start to get mods in...you'll notice OBDII will ever so slightly "detune" itself. of course, there are many ways to work around this.)
