Cool performance standards

When we talk about grand am performance, what is performance? I see performance as not what is accepted or average, but what standard is set at the top. Right now the standard is set by fire breathing 5.7 liter GM Vette's and F-bodies. My question is, with any type of reliability does anyone get their grand am to run 13 in the quarter and if so do they have to stengthen the short block or can heads, induction, and some trick programming do it?
