95 monte carlo intermittant starting problems

i have a 95 monte carlo. Every now and then the car wont start and i have to wait 3 minutes for it to start. it is very annoying especially when i have to work very early and dont like to get up very early. i have found on many websites and in my own owners manual that it is the security system not reading my key correctly. i took the car to a chevy dealership and they charged me 100 bucks to tell me nothing was wrong with it. anyway what i really want to know is how do i disable the pass key II system in the car. it would be great if someone could help. the chevy dealer told me it wasnt possible to disable the system which i think is incorrect. anything is possible. thanks for any help you can give me.
